Shingle Roof Replacement on a Chicago Bungalow

Tear off or go over? Permit or no permit? Who is allowed to do the work? Straight answers for a pitched roof on a Chicago bungalow.

For roof replacement in Chicago on a bungalow with a pitched shingle roof, the rules turn on three things: how many layers are already up there, whether any part of the roof is low-slope, and who does the work. Get those three right and the job is straightforward. Get them wrong and you can end up with a failed inspection or a roof the next buyer's inspector flags.

Does a bungalow roof replacement need a permit in Chicago?

It can go either way, so confirm with the Department of Buildings before you sign anything. Here is what the City's own guidance says.

On residential buildings up to four stories, roof repair, recover or replacement is on the no-permit list when the roof pitch is at least 2:12. Structural repair is not, and neither is any low-slope work. That is the rule for a roof with a real pitch.

The City also runs reroofing through its Express Permit Program. Under the Express reroofing rules, eligible work includes roof repair limited to 25 percent of the roof area, a recover over one existing layer, and a replacement with no structural work. Not eligible: a building with an unpermitted rooftop feature such as an unpermitted roof deck, work that does not meet the Building Code, and work that does not meet the Energy Transformation Code insulation minimums. So the practical question for a bungalow is: is the whole roof at least 2:12, and is there any flat or low-slope section? Many bungalows have a dormer, a rear addition or a porch roof that is much flatter than the main roof. The City says any work on low-slope roofs needs a permit, even on a small residential building. Check each section, not just the main roof. Permit rules change often, so treat this as a starting point and confirm on the City's site.

No permit is not no rules

Even when a job is exempt from a permit, work done under the exemption must still comply with the construction codes. And licensing rules apply on their own track. See below.

How many layers can a Chicago roof have?

We cannot give you a number, because the verified rule we can cite is narrower than that. What the City's Express page says is that a recover over one existing layer is eligible for Express reroofing, and that adding a layer over two or more existing layers requires drawings from an Illinois architect or structural engineer.

Whether the Building Code sets an absolute cap on layers is not something we have confirmed, so we do not state one. Ask the Department of Buildings or your roofer for the current rule on your building.

What matters more in practice is the roof itself. If you do not know how many layers are on your bungalow, find out before you get quotes. A roofer who opens a corner, or who looks at the edge at the eave, can tell you. It changes the scope.

Tear off or go over the old shingles?

A recover (going over) is the cheaper path on paper. A tear-off exposes the deck so you can see what is under the shingles. In practice the choice comes down to what you find:

What we see in Chicago

On older bungalows we often find the roof has been done before, sometimes more than once, and that the damage is concentrated where the roof meets something else: chimneys, valleys, dormers, vent stacks and the rear addition. The field of shingles can look fine while the flashing around them has failed. A quote that covers only the shingles and not the flashing at those points is leaving the likely leak untouched.

Who is allowed to replace a roof in Chicago?

Two licenses are involved, and people mix them up.

The Illinois roofing license. Under state law, roofing work may be done only by a licensed roofing contractor. Roofing contractors may subcontract only to other licensed roofing contractors. There are exceptions, including roofing work on a person's own property, or work done for no consideration, and a permit issuer must confirm the contractor is licensed before issuing a permit. Under the City's Express rules, a person without a valid Illinois roofing contractor license is not eligible to do the work under that permit.

The Chicago general contractor license. The reroofing permit also requires a Chicago-licensed general contractor unless the owner qualifies as owner-contractor, and the general contractor or the roofing subcontractor must hold the Illinois roofing license.

Before you sign: ask to see the Illinois roofing license, ask who pulls the permit if one applies, and ask for the answer in writing. A contractor who says "you do not need any of that" is telling you something about how they run jobs.

What should be in a bungalow roof replacement scope?

A quote tells you a lot by what it names. Look for each of these in writing:

When is the best time to replace a Chicago roof?
